Discussion 2: Proposed changes to Rule 004


In the industry teleconference meeting held on November 04, 2019, to discuss the implementation of the federal carbon tax, participants agreed that in order to use the existing Component Category Code 5008 for the federal carbon tax, the name of the Component Category Code should be changed from Provincial carbon levy to Carbon tax in Table A5-16 of Rule 004. See proposed change below.


Based on the proposed change to the Component Category Code Name, we would like to clarify whether any additional proposed changes to the rule may be required. Please see the following:

  1. Section 1.2 Proposed definition of Carbon tax


  2. Table 3-1 Tariff billing events (Table Ref ID 21) - If this price change is connected at the category level then we may need to change the name. Please see proposed change below.


  3. Table 4-8 Tariff Charge record content (Element Sequence 17) Please see proposed change below.


  4. Table A5-22 Dispute codes (Table Ref ID 13) - If this dispute is connected at the category level then we may need to change the name. Please see proposed change below. 

  5. In addition, we thought we would take the opportunity to change the 'business day' definition in Rule 004 to align with the definition in the other rules that were changed last year. Please see proposed change below.
