Rule 003: Service Standards for Energy Service Providers

The government of Alberta introduced the Red Tape Reduction Act to reduce regulatory burden and improve regulatory efficiency. Agencies, including the Alberta Utilities Commission, form part of this commitment and the Commission is reviewing its rules in order to reduce the regulatory requirements contained within the rules.

The Commission is proposing amendments to Rule 003 that will:

  • Remove the requirement to submit call centre and billing performance data.
  • Remove the requirement to submit customer satisfaction data.
  • Remove the quarterly reporting requirements.
  • Focus and streamline the reporting requirements on the performance of regulated service providers

A blackline version of the rule along with a clean version can be found under the side bar “Consultation Documents.”

The Alberta Utilities Commission is currently seeking stakeholder input on the proposed amendments to Rule 003. Please register and add your comments to the Discussions by Friday, November 27, 2020.

Definition of ‘customer care centre’ has been proposed for this section. Please provide your feedback on this definition and whether it captures your company's customer care operations.

    (c)        “customer care centre” means a centralized department from which all customer interactions across various channels (e.g., apps, chat, email, telephone, social media and website) are managed. A customer care centre may include a call centre and a contact center.

Within the proposed amendments to Section 3, a RSP is required to report on subsections 3.1, 3.2 and 3.3, however, the content included under these subsections are suggestions of what you are encouraged to include at a high level in your Rule 003 annual report.

AUC staff invites you to provide your comments, if any, on the amendments to Section 3.
