Rule 004 Alberta Tariff Billing Code Rules sets out the requirements for owners of electric or natural gas distribution systems to provide timely and accurate tariff billing information to retail service providers in a standardized format. This helps to ensure that billing to the end-use electricity and natural gas customers are also billed in a timely and accurate manner.
The AUC regularly engages with stakeholders to identify improvements and revisions that need to be made to Rule 004 to keep the rule relevant and reflective of the requirements of the retail electricity and natural gas market.

Backdating for Customer Switch Advice (CSA) transactions per Rule 004 Section 4.10 (2)(2) (b) is specified as:
'The end of the requested effective date if the distributor accepts backdated CSA transactions and the requested effective date is within the boundaries established by the distributor.'
In practice, per the wording, there are difference in boundaries by distributor. Standardizing the boundaries would be beneficial from systems and market perspective.

AUI would like to better understand how retailers are utilizing the Customer Switch Advice (CSA) transaction. AUI has noticed a number of retailers sending a CSA when the customer name is not changing.

A retailer has requested that the common abbreviations used in the Component Type Code Description (Rule 004 Sequence 3 of Table A5-18: Component type code file (CTF) content) be consistent with the abbreviations used in the AUC Rule 004 definition section (upper and lowercase such as in the following examples):

kW kilowatt
kWh kilowatt hour
Retailers, please comment on whether the inconsistent use of abbreviations in the CTF description that distributors provide is an issue for you as well e.g., your organization displays this description on the customer bill.
