Rule 021: Settlement System Code Rules and Rule 028: Natural Gas Settlement System Code Rules

The AUC is launching an engagement to implement amendments to Rule 021 and Rule 028. Feedback is being sought from all market participants involved in load settlement concerning what amendments are required to Rule 021 and Rule 028 to effect Alberta Time and to prevent errors or disruptions in load settlement. The AUC issued a bulletin outlining the full details of the engagement on July 22, 2026. 

The Government of Alberta introduced Bill 31, Red Tape Reduction Statutes Amendment Act, 2026, which, among other things, amended the Daylight Saving Time Act to eliminate biannual time changes in Alberta. The Official Time Act and regulations made under it adopt permanent Alberta Time.

Rule 021: Settlement System Code Rules and Rule 028: Natural Gas Settlement System Code Rules currently allow for biannual time changes between standard time and daylight­‑saving time to accommodate load settlement. These rules must be updated to reflect Alberta Time.   

The AUC has established a written process to gather input and feedback on the following topics:  

•  Revisions required to references to 23-hour and 25-hour settlement days. 
• Considerations for managing historical years’ data alongside future years’ data that will not include biannual time changes. 
• Treatment of the Post-Final Adjustment Mechanism for periods before and after the transition under Rule 021. 
• Identification of any Rule 021 or Rule 028 requirements that may become ambiguous without biannual time changes. 
• Additional changes to Rule 021 or Rule 028 required to implement Alberta Time. 

The deadline for submissions is August 5, 2026. Parties interested in participating in the engagement are required to download the submission questions with the title “Rule 021 and Rule 028 questions” and submit their responses to engage@auc.ab.ca. In the email, please include the following subject line: Rules 021 and 028 engagement.   

This is a public engagement, and submissions may be posted on the AUC website with contact information aside from names removed. Feedback received will help inform potential improvements to the microgeneration connection process.
