The Alberta Utilities Commission (AUC) has issued draft blackline versions of the following documents:
The draft blackline versions are available for written feedback until November 3, 2025. The proposed changes are based on feedback received through written consultation conducted by the AUC, that was held from May to June 2025, as well as AUC staff and legal review.
The AUC received a substantial amount of feedback in relation to matters outside of the AUC’s rule-making authority and was not able to incorporate this feedback into its proposed document changes. Major exclusions (related to the Micro-generation Regulation and government policy) include: the current framework that limits microgeneration system sizes based on a customer’s total annual energy consumption; concerns about long application processing and site commissioning timelines, and changing interconnection standards; and issues around compensation and post-approval compliance. The AUC has shared this feedback with the Government of Alberta.
All major changes made in the draft blackline documents are detailed in the comment matrix created for stakeholder feedback. Administrative changes not listed in the table, such as the fixing of broken hyperlinks and correction of outdated information, have also been made.
Interested parties may submit their written feedback on the draft blacklines by downloading and completing the fillable comment matrix and emailing it to engage@auc.ab.ca. In your email, please include the following subject line: Rule 024 feedback. Submissions are due by November 3, 2025.
Submissions that are duplicates, in a format other than the provided matrix or outside of the scope of the draft blacklines (such as any issues that would require changes to the Micro-generation Regulation) may not be posted or considered. All relevant submissions will be posted publicly (excluding contact information) on the Rule 024 Engage page after the consultation period is closed.
The AUC will issue the revised Rule 024, Form A, Form B and Micro-generation guideline after considering the feedback received on the draft blacklines.
