This engagement has ended and final amendments to Rule 021 and Rule 028 have been issued.
The Alberta Utilities Commission (AUC) launched an engagement to implement amendments to Rule 021 and Rule 028. Feedback was sought from all market participants involved in load settlement concerning amendments to Rule 021 and Rule 028 to effect Alberta Time. No other changes to these rules were considered within this engagement.
The AUC issued a bulletin outlining the full details of the engagement on July 22, 2026. The deadline for the first round of submissions was August 5, 2026. On August 31, the AUC issued a bulletin seeking feedback on the draft amendments to Rule 021 and Rule 028. Submissions were due September 18, 2026.
On October 16, the AUC announced the new rules via Bulletin 2026-13 and will be effective November 1, 2026.

The AUC recognizes that industry stakeholders are working quickly to update their systems to align with these changes. If unexpected issues arise in the coming months that could not have been reasonably foreseen, industry stakeholders are encouraged to contact AUC Audit, Compliance and Enforcement staff to discuss them. The AUC issued Bulletin 2026-11 announcing the engagement on Rule 021 and Rule 028.

AUC staff expect to issue draft blacklines of Rule 021 and Rule 028 by late August.
