Hypothesis: changing the benchmark from “best gas” to “best gas with CCS carbon capture and storage” or “best wind” would create more pricing room between natgas and renewables, and that in turn will give room for storage -pumped hydro, battery, Redox flow- to arbitrage power over TOU time of use, which in turn will complement VRE variable renewable energy, helping renewables grow market share and reducing grid power average intensity.
